HB 130: Early Retirement
H.B. 130, P.N. 631 (DALEY) This would amend Title 24 (Education) and Title 71 (State Government).
Special early retirement would be available to a qualified education employee who, from March 1, 2006 through June 1, 2006, has either 30 retirement eligibility points or a combination of age plus points equal to 80 or more points and who retires and files an annuity application by July 1, 2006. Such a retiree would be eligible for the maximum single life annuity without any reduction for early retirement. A subsequent window for this special early retirement option would occur from March 1, 2007 through June 1. 2007. Special early retirement would be offered to certain state employees from July 1, 2006 through June 30, 2008.

In our state so many graduating from the stat's universities must leave Pennsylvania for jobs. A window for 06 and 07 will help create teaching positions and keep our state funded graduates here. We are educating teachers for other states simply because the 35 year retirement (w.o. penalty) keeps senior teachers working.

Please pass this bill! Positions in public schools would open up for young teachers educated in technology and techniques that address high stakes testing and best current practices.
Earlier published information indicated that the findings of an independent study that had been conducted indicated that a substantial savings would result in the passing of this bill. If the findings of the study are accurate, it would only make sense to pass this bill. It would definately create job openings.
Let's get serious. How often does our legislature vote for anything that would save PA taxpayers some money?
I am more than ready to retire with age and years/ points and would qualify for this plan.
Let me retire with this bill so I can move to the private sector for work.

So many senior teachers are waiting for this bill to be passed. We are ready to move on but cannot because of the penalties. Please vote yes for this bill!!!
Makes sense to pass the bill BUT lets make it a permanent 30 years and OUT. Also many veteran teachers are remaining in the classroom due to loss of INSURANCE for themself aand family should they retire early. Until insurance benefits are included there may not be as many veteran teachers choosing to leave early as one might expect with this bill. Teachers give up a lot of lifetime earnings to stay in teaching and deserve to be provided insurance benefits for their family until medicare age. Let's be realistic when looking for a way to open up job opportunities for new graduates in PA. It won't happen if insurance issues are not also addressed.

Think what the world was like 30 years ago. We need to make room for the younger teachers who have the energy, ideas, and comfort with technology. The cost benefit would be enormouse as school districts would pay that beginning teacher a little more than 1/2 of the retiring teacher's salary. Teaching is a high burnout profession. This bill honors the service of the senior teacher while creating jobs and lowering costs for school districts.
